The Abu Dhabi Real Estate Centre (ADREC) reported AED 142 billion in real estate transactions, up 44% on 2024, across 42,814 transactions (Abu Dhabi Media Office). Here is how foreigners can buy in the capital, where they can buy, and what it costs.

Can foreigners buy property in Abu Dhabi?
Yes, inside designated investment zones. Since Abu Dhabi Law No. 13 of 2019, foreign individuals and companies can hold freehold title in investment zones. Before that change, a foreigner's interest in land was limited to Musataha, usufruct or long lease rights of up to 99 years (Al Tamimi & Co. law update).
Outside investment zones, foreigners can still hold certain long-term rights, such as:
- Musataha: a right to build on and use land for a long term.
- Usufruct: a right to use and benefit from a property without owning it.
ADREC's regulations describe these three categories of rights: freehold, Musataha and usufruct (ADREC, property ownership regulations).
Where can foreigners buy in Abu Dhabi?
The UAE government portal lists Yas Island, Saadiyat Island, Al Reem Island, Al Maryah Island, Al Lulu Island, Al Raha Beach, Sayh Al Sedairah, Al Reef and Masdar City as areas where foreigners can own property (u.ae). The list of investment zones has grown since, with newer island and waterfront communities launched by Abu Dhabi master developers. Always confirm that a specific project sits inside an investment zone on the DARI platform or with your advisor.

Who regulates property in Abu Dhabi?
- ADREC (Abu Dhabi Real Estate Centre) regulates the sector, registers property and oversees escrow.
- DARI is the official digital platform for property services in Abu Dhabi, including registration and checking a project's escrow account and completion rate. ADREC points buyers to dari.ae to find "the escrow account number for any registered real estate project" (ADREC FAQs).
- TAMM is the Abu Dhabi government services portal, which also offers property services.

How much does it cost to buy in Abu Dhabi?
ADREC's regulations set the sale registration fee within a range of 1% to 4% of the value, determined by the Executive Council and split between the parties; Musataha registration is 1% to 2% and usufruct registration 1% (ADREC regulations). In practice, buyers are commonly quoted a registration fee of around 2% of the price. Check the current fee on DARI or TAMM before you buy, because fees are set by the authority and can change.
Other costs to budget for:
- Mortgage registration, if you finance the purchase.
- Broker commission on resale property, as agreed in writing.
- Annual service charges set by each community.
Buying off-plan in Abu Dhabi
Off-plan buyers in Abu Dhabi are protected by project escrow accounts. ADREC describes an escrow account as "a secure, regulated bank account dedicated to a specific real estate development project", with funds released only as construction milestones are reached (ADREC FAQs). Before you pay, look the project up on DARI to confirm its escrow account and completion percentage.

Investors who own Abu Dhabi property worth at least AED 2,000,000 can apply for a 10-year Golden Visa. For off-plan property, the Abu Dhabi Residents Office asks for a purchase agreement with an approved developer and proof that "no less than AED 2,000,000 in payments till date have been made" (ADRO).
